Dr. Victoria Nkemdilim Ogbuehi is the Founder and Executive Director of the VOCC Resilience Foundation and a security, resilience, and community prevention professional with nearly two decades of experience spanning public service, corporate security leadership, organisational resilience, and community development.

Prior to transitioning into senior leadership roles in the private sector, Dr. Ogbuehi served for more than twelve years in the Nigeria Security and Civil Defence Corps (NSCDC), gaining extensive experience in public safety, law enforcement, community security, and protective operations.

She holds a PhD in Counterterrorism and Deradicalization and multidisciplinary qualifications in Law, Economics, Information Systems, and Criminal Justice. Her academic and professional interests focus on resilience-building, prevention, leadership development, community engagement, and sustainable approaches to complex societal challenges.

Dr. Ogbuehi is a Certified Protection Professional (CPP) — the globally recognised gold standard in security management — and holds additional certifications in business continuity, enterprise risk management, organisational resilience, crisis management, and security governance.

Her work across the public and private sectors shaped a distinctive perspective on the relationship between security, resilience, leadership, governance, and community wellbeing. That perspective informed the development of Community Immunity, a prevention and resilience-building philosophy focused on strengthening protective factors before vulnerabilities become crises.

She is the author of The Community Immunity Blueprint, the foundational publication of the Foundation, and continues to advocate for practical African approaches to strengthening resilient communities through prevention, education, leadership development, innovation, research, and partnership.
