The Community Immunity® framework
VOCC's prevention and resilience-building philosophy for preventing extremist ideologies, radicalization, and terrorist influences from taking root in individuals, schools, institutions, and communities.
Inspired by immunity in public health.
Community Immunity® is VOCC Resilience Foundation's prevention and resilience-building philosophy for preventing extremist ideologies, radicalization, and terrorist influences from taking root in individuals, schools, institutions, and communities.
Inspired by the concept of immunity in public health, Community Immunity focuses on strengthening the protective factors that help communities resist harmful influences before vulnerabilities become crises.
Rather than waiting for extremist ideologies to spread, Community Immunity seeks to strengthen the conditions that make such ideologies less attractive, less credible, and less likely to succeed.
How do we build communities where extremist ideologies and terrorist influences struggle to take root?
Many prevention, peacebuilding, security, and counter-extremism efforts focus primarily on responding after vulnerabilities have already been exploited. Communities often receive attention after radicalization pathways have emerged, extremist narratives have gained influence, trust has broken down, or violence has already occurred.
While response remains important, prevention is often more sustainable, less costly, and more effective in the long term. Community Immunity focuses on strengthening the conditions that reduce vulnerability before extremist ideologies gain traction.
A shift in how prevention works.
- From reaction to prevention
- From vulnerability to resilience
- From responding to extremism to preventing it
- From countering threats to strengthening protective factors
- From crisis management to long-term community strengthening
The philosophy recognizes that extremist ideologies and terrorist influences are less likely to succeed where communities are resilient, connected, inclusive, and actively engaged.
What Community Immunity® is built upon.
Community Immunity is built upon ten protective factors that help reduce vulnerability to extremist ideologies and strengthen resilience.
Trust
The foundation of healthy relationships, effective institutions, and resilient communities. Communities with high trust cooperate, share information, resolve challenges peacefully, and resist attempts to create division or exploit grievances.
Belonging
A person's sense of connection, identity, acceptance, and value within a community. Individuals who feel included are less vulnerable to isolation, alienation, and recruitment by extremist groups that exploit exclusion.
Inclusion
Meaningful opportunity for individuals and groups to participate, contribute, and be represented regardless of background. Inclusive communities are more resilient because diverse voices are recognised, respected, and valued.
Critical Thinking
The ability to analyse information, evaluate competing narratives, challenge misinformation, and make informed decisions — one of the strongest protective factors against propaganda, manipulation, and disinformation.
Ethical Leadership
Integrity, accountability, fairness, service, and positive influence. Communities with trusted, credible leaders address challenges constructively, build confidence, and prevent division.
Responsible Digital Citizenship
The ability to navigate online spaces safely, identify misinformation, challenge harmful content, and resist extremist narratives and online radicalization efforts.
Civic Participation
Active involvement in community life, decision-making, and public affairs. People empowered to participate positively are more likely to contribute to community wellbeing and less likely to disengage.
Community Ownership
Shared responsibility for community wellbeing, resilience, development, and security. When challenges are seen as collective responsibilities, communities become more proactive and sustainable.
Social Cohesion
The strength of relationships, trust, cooperation, mutual respect, and solidarity within and across groups. Strong cohesion lets communities manage differences peacefully and resist efforts to promote conflict.
Adaptive Capacity
The ability to learn, innovate, respond to change, and recover from challenges. Communities with strong adaptive capacity respond effectively to emerging risks and evolving threats.
Together, these protective factors help communities resist extremist ideologies, challenge harmful narratives, strengthen resilience, and promote long-term stability.
A shared responsibility.
Community Immunity is strengthened through coordinated action across individuals, families, schools, communities, institutions, and wider society. It requires the active participation of:
- Communities
- Schools
- Traditional institutions
- Faith leaders
- Civil society organizations
- Government institutions
- Youth groups
- Women's groups
- Development partners
- Private sector stakeholders
Building Community Immunity is therefore a shared responsibility.
What gets measured can be strengthened.
Community Immunity can be assessed, measured, monitored, and strengthened. VOCC has developed a growing suite of frameworks and tools designed to assess protective factors, identify vulnerabilities, measure resilience, and track progress over time.
These include proprietary frameworks, assessment methodologies, measurement systems, indices, scorecards, and maturity models designed to assess protective factors, identify vulnerabilities, and support evidence-based resilience building.
Detailed methodologies are available upon request and subject to partnership, donor, institutional, research, or implementation requirements.
Communities exist along a continuum.
Some communities may be highly vulnerable to extremist ideologies due to weak protective factors. Others may demonstrate strong resilience through high levels of trust, participation, inclusion, leadership, and social cohesion.
The goal of Community Immunity is to help communities move progressively from vulnerability toward resilience, stability, and long-term wellbeing.
Resilience begins with people — and is sustained by communities.
Individual
Critical thinking, purpose, and belonging.
Family
Trust, values, and early support.
School
Protective environments and student leadership.
Community
Social cohesion, participation, and ownership.
Institution
Ethical leadership and accountable systems.
Society
Inclusion, cooperation, and shared responsibility.
Africa
Peaceful, inclusive, and secure societies.
As protective factors are strengthened across these levels, vulnerability to extremist ideologies decreases and Community Immunity grows.
