What is Community Immunity?

A prevention and resilience-building framework for whole communities.

Community Immunity is the collective capacity of individuals, families, schools, institutions, and communities to strengthen the protective factors that reduce vulnerability to extremist ideologies and other harmful influences.

It works by promoting trust, inclusion, leadership, critical thinking, meaningful participation, belonging, social cohesion, and adaptive capacity — the conditions that make communities less susceptible to recruitment, division, and social fragmentation.

Rather than waiting for extremism to take root, we invest proactively in people, relationships, leadership, learning, and community systems.

Through implementation, research, learning, innovation, and partnerships, Community Immunity advances practical approaches that help communities anticipate challenges, strengthen protective factors, and prevent radicalization before it occurs.

It is guided by a simple principle — stronger communities create stronger societies — and a simple sequence: prevention before reaction.

About the programme
The Community Immunity Continuum

Resilience begins with people — and is sustained by communities.

Individual

Critical thinking, purpose, and belonging.

Family

Trust, values, and early support.

School

Protective environments and student leadership.

Community

Social cohesion, participation, and ownership.

Institution

Ethical leadership and accountable systems.

Society

Inclusion, cooperation, and shared responsibility.

Africa

Peaceful, inclusive, and secure societies.

As protective factors are strengthened across these levels, vulnerability to extremist ideologies decreases and Community Immunity grows.

The Ten Protective Factors

Extremist ideologies rarely take root in isolation.

They gain influence where trust is weak, belonging is absent, critical thinking is limited, and social cohesion is fragmented. These ten factors strengthen the conditions that help communities resist.

01

Trust

The foundation of healthy relationships, effective institutions, and cooperation under pressure.

02

Belonging

Connection, identity, and value within a community — the antidote to isolation and recruitment.

03

Inclusion

Meaningful opportunity to participate, contribute, and be represented, regardless of background.

04

Critical Thinking

Evaluating competing narratives, challenging misinformation, and making informed decisions.

05

Ethical Leadership

Integrity, accountability, fairness, and service that build confidence and prevent division.

06

Responsible Digital Citizenship

Navigating online spaces safely and resisting extremist narratives and online radicalization.

07

Civic Participation

Active involvement in community life, decision-making, and public affairs.

08

Community Ownership

Shared responsibility for wellbeing, resilience, development, and security.

09

Social Cohesion

Relationships, cooperation, and solidarity that let communities manage difference peacefully.

10

Adaptive Capacity

The ability to learn, innovate, respond to change, and recover from challenges.

Community Immunity Measurement Architecture

What gets measured can be strengthened.
